Workforce Investment Boards (WIBs) are the backbone of the nation's workforce development system. Established by the Workforce Investment Act of 1998 and continued under the recently enacted Workforce Innovation and Opportunity Act (WIOA), nearly 600 WIBs across the country administer the nation's reemployment services and job training programs and coordinate a host of other services through their service centers to assist people in finding jobs.


The Upjohn Institute has compiled an interactive map containing all of the nation's Workforce Investment Areas (WIAs). Available are the most recent statistics on the employment outcomes and characteristics of WIA Adult, Dislocated Worker, and Youth participants, along with each area's unemployment rates. Users can toggle these variables on and off using the check boxes in the map legend, or use the query tool to search for specific values. Null values are represented by -999; please keep this in mind while using the query tool.


Attributes:


  • Employment (employed20**q*): Count of employed people in each WIB in 2015 quarter 4.
  • Unemployment Rate (urate20**q*): Percentage of adults who are unemployed in each WIB in 2015 quarter 4.
  • Percentages (pur20**q*): Each value in the specified attribute ranked and assigned a value 0-100. Queries based on this field return percentiles of unemployment rate for the specified quarter or program year.


  • Adult Participants (ap18q118q4): Adult participants for 2018Q1 – 2018Q4.
  • Adult Exiters (ae17q418q3): The number of workers who exit WIOA Adult programs from 2017Q4 – 2018Q3
  • Adult Female (adult_fema): Percent adult Female participants.
  • Adult African American (adult_afri): Percent adult African American participants.
  • Adult Low Income (adult_lowi): Percent adult low income participants.
  • Adult With Bachelor's Degree (adult_ba): Percent adults participants with a Bachelor's Degree.

  • Adult Median Earnings 2nd Quarter After Exiting (ae2_171174): Median earnings for the adult participants in the second quarter after exiting WIOA programs 2017Q1 – 2017Q4
  • Adult Measurable Skill Gains (ad_skill): Percentage of adult program participants who, during a program year, are in an education or training program that leads to a recognized postsecondary credential or employment and who are achieving measurable skill gains, towards such a credential or employment.
  • Adult Credential Attainment (ad_cred): Percentage of adult participants enrolled in an education or training program (excluding those in on-the-job training (OJT) and customized training) who attain a recognized postsecondary credential or a secondary school diploma, or its recognized equivalent, during participation in or within one year after exit from the program.


  • Dislocated Worker Participants (dp18q118q4): Dislocated worker participants for 2018Q1 – 2018Q4.
  • Dislocated Worker Exiters (de17q418q3): The number of workers who exit WIOA programs in 2017Q4 – 2018Q3.
  • Dislocated Worker Female (diswrk_fem): Percent dislocated worker female participants.
