NDMA is the lead agency at the Federal level to deal with the whole spectrum of Disaster Management activities. It is the executive arm of the National Disaster
Management Commission (NDMC) which has been established under the Chairmanship of the Prime Minister as the apex policy making body in the field of Disaster Management. In the event of a disaster, all stakeholders including Government Ministries/Departments/Organizations, Armed Forces, INGOs, NGOs, UN Agencies work through and form part of the NDMA to conduct one window operations. NDMA manages the whole Disaster Management Cycle (DMC) which includes:
Relief and Rehabilitation
A National Disaster Management Plan (NDMP) is prepared and is followed towards provision of better services to the affected ones.
Project Management Unit (PMU):
NDMA has a systematic framework for coverage of all risk assessment related interventions. The framework is governed and managed through Project Steering Committee (PSC) and Project Management Unit (PMU), NDMA respectively.
Project Steering Committee (PSC) acts as a governing body for regulating and monitoring progress made in regards to Multi Hazard Vulnerability and Risk Assessment (MHVRA) related project.
The PSC role is to:
Review implementation progress of Project
Review project legal compliance and procedures
Monitor relationships among all project stakeholders
Project Management Unit (PMU) acts as an overall management body.
Prime responsibilities of PMU include:
Self-execution of MHVRA related interventions
Monitoring and evaluation of similar interventions carried out by any development partners to regulate its compliance with National Standards.
For all project executions, PMU functions as a Focal Point at the National Level to monitor and evaluate implementation progress of all risk assessment related interventions. For this purpose, a specialized team has been enrolled in PMU-NDMA for building strong in-house capacity for self-execution as well as subsequent M&E of interventions undertaken by other development partners.
The Platform has utilized all government endorsed Geospatial data. Similarly, all hazard maps and corresponding data have been processed through individual assessment of each impending hazard in the study areas.
